How the generator works
Every whole number from your minimum to your maximum, including both ends, has exactly the same chance of being picked. With No repeats on, the draw works like pulling numbered balls out of a bag: once a number is drawn, it can't come up again in that batch. With it off, every pick is independent, like rolling a die many times.
If you ask for more unique numbers than the range contains (say 20 numbers between 1 and 10), you'll get every number in the range once.
